Understanding the state, neoliberalism and the impacts of this union in Latin America is an instigating challenge. Under this scenario, the present study aims to translate the contradictions of the peripheral Latin American capitalist state in the dismantling of social protection systems based on counter-reform processes. The methodological path will be provided by bibliographic research of an exploratory-descriptive nature and of a quanti-quali character, together with materialism-dialectic as a method of analysis. The study starts from the following problem: what are the possibilities, perspectives and challenges of translating the contradictions of the Latin American peripheral capitalist state in the dismantling of social protection systems based on counter-reform processes? In order to meet the wishes of foreign capital, Latin America needs, in view of the exhaustion of the public financing pattern of the capitalist economy, to concentrate its efforts on privatization policies of both public companies and public services, and in this point, the focus is on in social protection systems.
